Every five years, the Community Transportation Coordinator (CTC) for Charlotte County must be designated by recommendation of the MPO Board to the Florida Commission for the Transportation Disadvantaged (CTD), requesting the CTD’s approval. As a governmental agency, the Charlotte County Board of County Commissioners (BCC) agreed in 2021 to provide transportation services to the county’s TD population as CTC for the next 5 year period. The Local Coordinating Board (LCB) determined that the Charlotte County Transit Division, as representative of the BCC, performed well in the role of CTC and recommended that a memorandum of agreement (MOA), a contractual arrangement, be signed between the BCC and the CTD.
As a guidance tool following MOA execution, a Transportation Disadvantaged Service Plan (TDSP) is developed by the CTC, the planning agency and the LCB every five years and updated annually. It is a tactical plan with components of development, service and quality assurance. Thus, the LCB is able to guide and support the CTC in implementing coordination efforts or locally developed service standards that are consistent with the needs and resources of the community.
